Biography
Dipak Kalra, PhD, FRCGP, British, is Clinical Professor of Health Informatics and Director of the Centre for Health Informatics and Multiprofessional Education (CHIME) at University College London.
Dipak is President of the European Institute for Health Records (EuroRec), a Director of the openEHR Foundation, and a Fellow of the British Computer Society. He is a British Standards Institute representative to CEN and ISO on electronic health record interoperability, and a strategic advisor to the European Commission on semantic interoperability.

Professor Dipak Kalra plays a leading international role in research and development of electronic health record architectures and systems. His interests include the requirements and models needed to ensure the robust long-term preservation of clinical meaning and protection of privacy.
Dipak has led the development of the world’s first formal standard for electronic health record communication. This series of five inter-related standards, has been published as ISO EN 13606 Parts 1-5, between 2008 and 2010. He has also led the development of other international standards on EHR requirements, access policy models, and contributed to others on audit, pseudonymisation, consent and EHR adoption.
Dipak has been a key player in 18 successive EU, MRC and EPSRC projects. He and his team are partners in two Innovative Medicines Initiative projects. EHR4CR focuses on enabling the re-use of electronic health record information for clinical research, alongside ten global pharmaceutical companies. EMIF is developing a European platform to support large scale research across multiple data sources, initially in dementia and metabolic disorders.
Dipak leads a European Network of Excellence on semantic interoperability, and a project developing a European roadmap on the adoption of eHealth solutions for person centred care.
Dipak and his research team have developed and deployed electronic health record systems that support shared care for chronic conditions, in particular for stroke prevention. This is now being used across a large part of north London.
Teaching Summary
Dipak is the Module lead for two modules on the UCL Masters in Health Informatics (Shared Care and Electronic Health Records, Healthcare Quality and Evidence Based Practice), and chairs its Exam Board. He is currently supervising five PhD students, working in areas of confidentiality and access control, medication profiles, the governance of semantic interoperability artefacts and the presentation of anatomical visualisations of hand pathology to patients.
Dipak gives guest lectures on other Masters programmes across Europe, and examines 2-4 PhD theses per annum.
