Dr Gill Owen is a part-time Senior Research Associate at the Energy Institute at UCL. Her research interests are energy efficiency, smart meters, smart grids, distributed energy, demand side response, energy regulation and fuel poverty – much of her recent work has been published by the think tank Sustainability First. Her PhD research was on energy efficiency policy.
Prior to joining UCL she was a Senior Research Fellow at Warwick Business School. Together with her colleague Xavier Lemaire, she runs the Sustainable Energy Regulation Network funded by the international NGO, the Renewable Energy and Energy Efficiency Partnership. This helps promote good practice in regulation of sustainable energy around the world and particularly in developing countries.
Gill is also Vice Chair of the Government’s Fuel Poverty Advisory Group, a Non-Executive Director of the water regulator Ofwat and Chair of the REAL Consumer Assurance Scheme for microgeneration. She is a member of the Department of Energy and Climate Change's Smart Meters Consumer Advisory Group (and was a member of a similar group organised by Ofgem from 2009-10)
She was a Commissioner of the UK’s Competition Commission for ten years until 2002 and has also been a non-executive board member of the energy regulator, Ofgem. She has continued a close involvement with Ofgem as a member of Ofgem’s : Social Action Strategy Review Group; Consumer Challenge Group for the Distribution and Transmission Price Reviews.
