Biography
Alex Chung is a Consumer Policy and Law Expert at the United Nations Conference on Trade and Development (UNCTAD) and an Honorary Lecturer in the Department of Science, Technology, Engineering and Public Policy (STEaPP) at UCL. He was a Research Consultant at UNCTAD, an Institute Fellow at the UK Research Institute for Sociotechnical Cyber Security (RISCS), and a Research Fellow at STEaPP.
He holds a Doctorate in Law and an MPhil and MSc in Criminology and Criminal Justice from Oxford University. He is the author of two monographs: Chinese Criminal Entrepreneurs in Canada, Book I and Book II. His work has been featured in the Discovery Channel, Toronto Life, La Presse and Wired, among others.
He is a member of the World Economic Forum Experts Network (in the areas of Future of the Digital Economy and Society, Justice and Illicit Economy), RISCS, the Global Initiative against Transnational Organized Crime Network (GI-TOC), and the Strategic Hub for Organised Crime Research (SHOC). He regularly contributes to expert consultations that help shape public policies and develop policy toolkits, including the United Nations Commission on Narcotic Drugs, the Cullen Commission, and the Global Organized Crime Index.

Research Summary
In addition to his research on narcotics smuggling networks, Alex also works in the fields of consumer protection and cybersecurity policy.
Consumer protection, dispute resolution and digital economy
At UNCTAD, he conducts policy research on consumer dispute resolution and provides policy training to government officials as part of UNCTAD’s national capacity building efforts. He has also worked with industry partners as a UCL Consultant and as a news editor, the latter of which involved drafting briefings on the EU Commission's Digital Single Market Strategy.
At Oxford University’s Law Faculty, he has worked on UN-Oxford projects as a Research Associate of the Digital Economy & Society and Consumer Rights Beyond Boundaries Research Programmes. These included the projects 'Legal and regulatory challenges of the Sharing Economy', 'Best Practices of Consumer Redress', and ‘Global Consumer Dispute Resolution.’
At RISCS - the first of four UK Research Institutes to focus on cybersecurity - he was part of the management team that oversaw five research portfolios and 39 projects in collaboration with the UK National Cyber Security Centre (NCSC) and the UK Home Office. As a former member of the Digital Technologies Policy Laboratory (DTPL) at STEaPP, he has engaged with UK and international policy communities, which included invited meetings with the Chief Science Advisor of Canada and the Prime Minister of Canada.
He worked on ‘Evaluating Cyber Security Evidence for Policy Advice’ (ECSEPA), an EPSRC-funded project, as a former Research Fellow at STEaPP. Co-designed with the UK Foreign and Commonwealth Office and the NCSC, ECSEPA explored cybersecurity policy challenges in the UK and how research could better support policymakers to build cyber resilience and capacity. This involved engaging with UK policymakers across the central government (Cabinet Office, Home Office, DCMS, etc.) to co-develop the ECSEPA Map of UK Cyber Security Policy and to undertake the ECSEPA Policy Crisis Game.
Teaching Summary
At UCL, Alex has taught students on STEaPP’s DPA and MPA programmes and the Institute of Global Prosperity’s MSc programme. He has served as a Co-Lead on UCL’s flagship interdisciplinary undergraduate programme, 'How to Change the World'. He regularly lectures at universities in the UK on the topics of organised crime and transnational drug trafficking.
