Biography

Ben completed his doctorate at the University of Oxford in 2016, with a dissertation on the politics of lawmaking in contemporary Russia, which was awarded the Walter Bagehot Prize by the Political Studies Association. From 2015 to 2017, he held a Junior Research Fellowship at New College, Oxford. Since 2017, he has been a Senior Researcher at the Higher School of Economics, Moscow. 

Research Summary

Ben's current research focuses on the law-making process during the legislative stage of policy-making in authoritarian regimes. His empirical work is centred on states of the former Soviet Union. He has other research interests, including the politics of criminal law policy-making in Russia, Russian regional politics, and budgeting dynamics in non-democratic states.

Ben received a British Academy Rising Star Engagement Award in 2019-20 for a project looking at moments of legislative closure in non-democratic states.
