Dr Li is a Senior Research Associate at the UCL Energy Institute, focusing on energy economic modelling and energy policy. Francis received his PhD in Energy and Economics from the UCL Energy Institute in 2013, having previously practiced at a multinational engineering consultancy (2005-2012). Dr Li is a Chartered Engineer (CEng) with the Energy Institute (EI) and a member of the British Institute of Energy Economics (BIEE).

Research Summary

Dr Li's current portfolio of projects includes both academic research for the RCUK energy programme and strategic analysis for major industry stakeholders (UK Energy Technologies Institute, UK Energy Systems Catapult, National Grid plc). His research activities focus on the techno-economic modelling of energy transitions and decarbonisation pathway analysis for climate policy assessment. This includes computational simulation for strategic decision making under conditions of deep uncertainty, exploring the enabling conditions for technology innovation, and investigating the technological, social and political dimensions to disruptive change in energy systems.

Domain knowledge: energy system decarbonisation, behavioural economics, technological diffusion dynamics, decisions under deep uncertainty and risk analysis, computational simulation and optimisation

Teaching Summary

Dr Li teaches on the UCL's postgraduate Master of Research (MRes) in Energy Demand Studies, specifically the module "Energy: Society, Economics and Policy".
