Dr Li is a Senior Research Associate at the UCL Energy Institute, focusing on energy economic modelling and energy policy. Francis received his PhD in Energy and Economics from the UCL Energy Institute in 2013, having previously practiced at a multinational engineering consultancy (2005-2012). Dr Li is a Chartered Engineer (CEng) with the Energy Institute (EI) and a member of the British Institute of Energy Economics (BIEE).

Research Summary

Dr Li's current portfolio of projects includes both academic research for the RCUK energy programme and strategic analysis for major industry stakeholders (UK Energy Technologies Institute, UK Energy Systems Catapult, National Grid plc). His research activities focus on long term energy and climate policy analysis using scenario planning with computational models. This includes investigating the technical and economic trade-offs for energy systems under low carbon futures, exploring pathways to achieving deep decarbonisation, and integrating behavioural, societal and political perspectives into models used for strategic foresight and decision making.
