Jonathan is a Visiting Professor of Population Mental Health at University College London, Director for Public Mental Health and Consultant Psychiatrist at South London and Maudsley NHS Foundation Trust, and a Fellow of the Royal College of Psychiatrists.

Between 2008 and 2011, Jonathan was evidence lead for public mental health at the Department of Health which involved bringing together the evidence for determinants of mental disorder and mental health as well as interventions to treat mental disorder, prevent associated impacts, prevent mental disorder and promote mental health. He incorporated this work into two cross government mental health strategies, a public mental health strategy and a public health white paper. He was lead author of eleven Department of Health public mental health evidence reviews. One of these reviews summarised the evidence for cost effectiveness of interventions and he contributed to work with London School of Economics published in the last mental health strategy.


Jonathan then became more involved in the local implementation of national mental health policy and in 2012 wrote commissioning guidance on public mental health for the Joint Commission Panel for Mental Health at http://www.jcpmh.info/wp-content/uploads/jcpmh-publicmentalhealth-guide.pdf which he worked with local authorities to implement. He further developed this work by identifying all publically available mental health intelligence and designing appropriate representation. Together with locally provided data, this enabled comprehensive assessment of unmet need for treatment of mental disorder, prevention of associated impacts, prevention of mental disorder and promotion of mental health as well as estimating impacts and associated economic savings of improved intervention coverage. This work has provided mental health needs assessments to regions in England covering more than 7 million people to support local commissioning and strategic development.


At the Royal College of Psychiatrists, Jonathan was lead author of a position statement on public mental health (RCPsych, 2010) and he has contributed to other work including reports on smoking and mental health (RCP/RCPsych, 2013) and parity of esteem (RCPsych, 2013). He contributed to several other mental health commissioning guidances through the Joint Commissioning Panel for Mental Health at https://www.jcpmh.info/ 

He was lead author of European Psychiatric Association guidance on prevention of mental disorder and has contributed to various other articles including a UCL Institute of Health Equity report on the role of health professionals in working for health equity (Allen et al, 2013), NICE guidance on smoking cessation in secondary care (NICE, 2013), a report on the social determinants of mental health (WHO, 2014) and implementation guidance for smoke-free mental health services (PHE, 2016).

Teaching Summary

Jonathan teaches on public mental health to a range of groups including public health professionals, commissioners, psychiatry trainees and masters students. He has run successful two day public mental health courses with the National Collaborating Centre for Mental Health. He also ran a public mental health course for the Thai Department of Mental Health which has supported further associated policy development.
