I was appointed to King's College London as Professor of Health Policy (2005-2012). At King's I led the NIHR Patient Safety and Service Quality Research Centre for 5 years. I joined UCL as Professor of Health Care Organisation and Management in 2012. I am an NIHR Senior Investigator and am the UCL-nominated Non-Executive Director at Whittington Health NHS Trust. I was the elected chair of Health Services Research UK (HSRUK) 2013-2019.


My research interests are at the interface between health policy and service delivery, management & organisation of health care. They include:
- relationships between, and configurations of, health care organisations (for example, horizontal and vertical integration)
- the management of major system change
- governance systems
- organisational aspects of quality and safety improvement
I am currently chief investigator on the following major research programmes:
Rapid Evaluation of Service Innovations in the NHS and Care (RSET). Funded by NIHR HS&DR Programme, April 2018 - March 2023, £2,642,365.
Reorganising specialist cancer surgery for the 21st century: a mixed methods evaluation (RESPECT-21). Funded by NIHR HS&DR Programme, Sept 2015- April 2021, £1,281,913.
A critical analysis and development of rapid ethnographies in healthcare quality improvement. THIS Institute PhD fellowship, 2019-2024, £120,360.
I am also a co-applicant on the following research programmes:
Pre-hospital triage for potential stroke patients: lessons from systems implemented in response to COVID-19 (PHOTONIC), PI:Dr Ramsay. Funder: NIHR HS&DR, Sept 2021-Aug2023, £592,411.
Healthcare Exemplar for Recovery from COVID-19 by use of Linear Examination Systems(HERCULES), PI: Prof Foster. Funder: NIHR BRC Moorfields Eye Hospital, Apr2021 - Feb 2023, £3,228,234.
Optimising EXome PREnatal Sequencing Services (EXPRESS). PI: Prof Chitty. Funded by NIHR HS&DR programme, Oct 2020-Sept 2023,£1,198,841.
Implementing supported asthma self-management in routine clinical care: designing, refining, piloting and evaluating clinical and cost-effectiveness of a whole systems implementation strategy (IMP2ART).Co-PIs: Profs Pinnock and Taylor. Funded by NIHR Programme Grants for Applied Health Research, Oct 2018 – Sept 2024, £2,439,501.
I have successfully supervised ten PhD students. I'm currently supervising two students:
Duncan Wagstaff: Using data for improvement: whether and how the Perioperative Quality Improvement Programme (PQIP) has an impact on clinicians’ use of data for improvement, 2016-2022.
Stephanie Kumpunen: A critical analysis and development of rapid ethnographies in health care quality improvement (THIS Institute PhD fellowship), 2019-2024.
I supervise dissertations of students on the MSc Population Health.
As Director of the CLAHRC Academy (2014-18), I established an innovative capacity and capability programme, including a short course programme for staff in NHS and Local Authorities.
