Biography

Tom spent a decade in transport consultancy before joining UCL to study for a doctorate in 2009, completed in 2013.  His doctoral research on citizen participation and climate change formed the basis of a consultation exercise conducted by UCL into its carbon management plan, which received a Professional Services Award.

Tom spent the following three years in a research co-ordination role before taking a full-time research post on the H2020-funded CREATE project in 2016.  In 2017, Tom formally took up teaching responsibilities at UCL which he now combines with his research work.

Research Summary

Tom specialises in transport policy and governance, with a particular emphasis on futures in general and emerging technologies in particular.  In recent years, he has worked extensively on automated vehicles and, starting in 2019, will participate in the ESRC-funded project Driverless Futures? which is intended to support policy makers in developing a coherent governance framework for this technology.

Tom's work on governance is informed by his long-standing interests in transport and mobility justice and in decision-making processes.  Tom is also very interested in the interaction between transport and the public realm and in active and low-carbon transport.

Teaching Summary

Tom leads three modules:
  • Transport Policy (part of the MSc in Transport delivered jointly with Imperial College)
  • Urban Planning & Street Design (as above)
  • Transport Behaviour Change (part of UCL's MSc in Behaviour Change)
In addition, Tom jointly leads an annual "scenario" which is delivered to first-year civil-engineering undergraduates.
Tom is subsidiary supervisor to one doctoral student and acts as personal tutor for students on both the above-mentioned MSc projects and the undergraduate course in civil engineering.
