Wage Growth in Pay Review Body Occupations
We analyse wage levels, pay composition and wage growth among Pay review Body (PRB) remit occupations and compare these with appropriate comparators outside of the PRB system. Our approach will improve on past approaches by using statistical matching to identify appropriate comparators. This approach provides a more appropriate comparison than simple regression techniques, which fail to take account of the heterogeneity of many PRB and on-PRB occupations, but is also superior to ‘job evaluation’ based approaches which take little account of the broader labour market context surrounding particular jobs. The purpose of the research is to understand better the operation of the labour market as it affects PRB public servants, providing an evidence-base against which PRB members can make decisions regarding their pay and non-pay terms and conditions. The research is funded by the Office for Manpower Economics and will benefit society by feeding directly into the deliberations of the Independent Pay Review Bodies
