REASON: Robust Methods for Monitoring and Understanding People in Public Spaces
The REASON project is part of EPSRC’s Technologies for Crime Prevention and Detection Programme and explores the development of CCTV technology to improve the tracking of individuals within vehicles and the street environment. At UCL we are conducting research into the social, ethical, political and legal implications of developments in CCTV technology. The technology is particularly concerned with using algorithms for the detection of suspicious behaviour. The work undertaken at UCL will question of the technology in two main areas: the use of profiling and implications for privacy. Concerning profiling, we will investigate whether profiling appearance versus behaviour is ethically acceptable, in particular with reference to race. With regard to privacy, we investigate how privacy is affected by "intelligent" CCTV. In particular, how is privacy affected by both its widespread presence in public spaces, and the implications for privacy in the home and other more personal spaces. A larger theme of the project is the ethics of technological development, and the role of public consultation in the development and implementation of new technologies.
