Evaluating the Governance of Urban Design
Funded by the Arts and Humanities Research Council (AHRC), a new research project let by Professor Matthew Carmona at UCL’s Bartlett School of Planning is looking in-depth at the work of CABE over the 12 years until its merger with the Design Council. From its creation to its demise as an independent organisation, the Commission for Architecture & the Built Environment (CABE) fronted a national drive for better design in the built environment. Globally it was a unique organisation and a full understanding of its work and impact is of international significance. An inductive research methodology is being used that journeys from the specifics of CABE’s work to a broad theory of design governance. The evidence, it is hoped, will help shape national and local policy in England, other UK countries, and overseas. The project aims to use the experience of CABE as a means to illuminate these fundamental questions about the role, nature and legitimacy of design as a public policy tool and whether, how and to what degree the state should engage in such concerns in the future.
