UCL Constitution Unit
The Constitution Unit is an independent think tank and research centre which specialises in constitutional reform. Its main focus has been constitutional reform in the UK, and we work closely with policymakers in Westminster, Whitehall and elsewhere. To learn lessons from experience overseas, much of our research is comparative. Most of our work is funded through project grants by the Research Councils and charitable foundations. In addition to the Director and Deputy Director, we normally have around five researchers, half a dozen interns, and a dozen honorary Senior Research Fellows. Our work is published as books, articles in academic and policy journals, reports and policy briefings.


The Constitution Unit has done research on every aspect of the UK government’s constitutional reform programme. Initially our work was forward looking, laying the ground for constitutional changes; more recently we have moved on to research the impact of those changes. So we did early work on the Human Rights Act; devolution; reform of the House of Lords; referendums; new voting systems; the new Supreme Court; Church and State; constitutional watchdogs; freedom of information (FOI); and parliamentary reform. More evaluative work has covered the impact of devolution, House of Lords reform and FOI. We currently have projects funded by research councils and charities studying Parliament; the Judiciary; and Freedom of Information, as well as monitoring the coalition government.
