Abstract
The development of an effective environmental sanctions systems requires an integrated approach to criminal and administrative sanctions, set against core principles on the purpose of sanctions. Regulators will inevitably need to exercise considerable discretion in the choice of sanction in respect of any particular breach - it is important that decisions taken by regulators are governed by principles of regulatory governance.
